In order to resolve downloading problem (when trying to download from HP website) while using DSL/cable Internet connection and experiencing problems enable "the passive ftp" settings in Internet Explorer. To do so, follow these steps:
1. Open Internet Explorer.
2. From menu options, click Tools.
3. Click Internet Options.3. Click Advanced tab.
4. Under Browsing section, scroll down and put a check mark next to "Use Passive FTP"5. Click Apply, then OK.
I use IE 8 and that option was checked already, still, no use!!

then pop window will come with 'advance' button option on extrem left side
Press 'Advance' button. Enter you login ID and Password.
Enjoy downloading....

had to do the exact opposite - unchecked "Use Passive FTP" and the downloads started normally
